President's Message

The Federal Agenda

As I stated at our June 2007 Workshop, I am indeed very grateful for the opportunity given me by the members of this great organization. I want to personally thank those of you who voted for me, and those who voted for Dr. Roscoe Williams. Dr. Williams is an experienced administrator and educator for whom I have high regards and who I have worked with for over thirty years. We have other competent members who have the capacity to lead whose agendas I would be glad to follow should they be called to lead in the future. I believe that in order to be an effective leader, one must also be able to listen and follow as well.

It has already been a pleasure and a learning experience for me after just one month’s tenure as President.

Embarking on a new journey is always exciting and simulating, no matter the course; since the election it has been just that for me. I am especially thankful to the members of the Executive Committee for helping me understand the roles that each of them have played over the past six years under the capable administrations of Mr. Samuel T. Rhodes and Dr. Margaret Kelly. These individuals have labored tirelessly on your behalf without compensation, but with great commitment.

Current events and changing landscapes have presented HBCUs with an even greater challenge in meeting the needs of our young people; yet we must be up to the task. The Federal Agenda challenges us to be more accountable with taxpayers’ money, and rightfully so. I adhere to the concept of “showing (the government) where the people’s money went”. We must thrive to be as effective and efficient as possible in our endeavors to strengthen our universities as indicated in our Comprehensive Development Plans (CDP).

As a collective group of ninety-seven institutions we need a commitment and a plan to be effective and efficient. President Bush’s Federal Management Agenda speaks to accountability of federal dollars granted to recipients. His quest to receive documented proof of the impact of Title III funds to HBCU’s is no joke. In today’s federal culture, most agencies now have no leniency for grantees that are non-responsive and unaccountable for providing evidence of positive impact of funds awarded. This is why we need each of you to take action and contribute to the proposed Action Plan that was presented at our June workshop. Although I proposed the plan, everyone is welcome to bring new initiatives to the table. I invite you to submit ideas to make this a more comprehensive plan, and to participate and lead the efforts needed to be successful. There is no question that I cannot accomplish a nything by myself, but with your help and prayers, it can be done.

I want to thank the membership once more for the opportunity to play a role in the quest to move the National Association of Historically Black Colleges and Universities Title III Administrators (NAHBCUT3A) to the next level. Let’s get our ducks in line; dance to the music, stay on guard and not just survive; but thrive. LET'S GET FEDERAL!

Again, my sincere thanks.
Perry Herrington
