President's Message
|
"If I have seen further it is by standing on the shoulders of giants."
>
Sir Isaac Newton
I am very thankful and will be forever grateful to those of you who elected me and entrusted me with this esteemed position. I wish to extend my heartfelt thanks to Mr. Perry Herrington for his leadership over these past two years and to Mr. Samuel Rhoades whose leadership I served under for four years. I give my warmest acknowledgement to the first president of this most prestigious Association, Dr. Margaret Kelly. I had the pleasure of serving with her during her tenure at the conception of the Association and thus began my journey.
These past presidents began to pave a road for those of us who sit in the trenches wanting our voices to be heard in Washington, DC. They faced many challenges and obstacles that seem almost impossible at times. However, they continued on to make this Association what it is today. I now sit in the driver’s seat and know that I have some big shoes to fill.
As Mr. Herrington is serving an additional year in the position of Immediate Past President, I am thankful that we shall be able to continue to rely on his knowledge and support. It was under his leadership that relationships began to form with organizations such as NAFEO, Thurgood Marshall, UNCF and continued with the White House Initiative for HBCUs.
It was under his guidance that the Assessment Committee has worked so diligently to breakdown the discrepancies of PART and dialogue was begun with the Department of Education and contact was made with OMB. And I am mindful that these efforts must continue on in order for our Association to thrive and achieve its goals. We all have a story to tell and must refuse to allow agencies to put a shadow, a negative impression, in the minds of others with marks such as “Results Not Demonstrated.” This is truly unacceptable. We must remain steadfast in our efforts and continue to support the Assessment Committee as they are providing information to the Department on our behalf. Through their work and efforts the committee has established process measures amenable to all of our institutions for data collection in future reports. It is their strong desire to develop a common set of performance indicators that will show the successes of our Title III programs collectively.
In President Obama’s inaugural address he asked the nation to prepare for a new “era of responsibility.” For us as Title III Administrators this is nothing new for we have been experiencing a sense of renewed responsibility and accountability over the past 10 plus years. It appears that now we must stop wondering what is about to happen and become better prepared for what has already begun – Change. Are you prepared for the change? It is very evident that the national dialogue is now focusing more on the GPRA indicators of enrollment, retention and graduation rates rather than on the four focus areas we are accustomed to. We are not to be deterred by the change of the national focus, but to prepare our grants in such a way that we can continue to respond to the reporting systems put in place. We, as Title III Administrators, hold a vital position in our respective institutions and must stay abreast of these changes and be prepared for the challenge or opportunity that it brings.
As an Association our mission is to “encourage and facilitate an open dialogue among all Title IIIB institutions as we work together…strengthening the resource development capacity of Historically Black Colleges and Universities in order to move into the mainstream of American Higher Education.” We are, nonetheless, charged with the responsibility of providing to our member institutions quality and professional services through our Technical Assistance Workshops, through teleconferences and in the future, video conferences. We are committed to continuing the relationships formed by previous administrations and providing feedback to the membership in a timely fashion.
I have taken a serious look at the programs offered and the Association is expanding its membership services into the area of Professional Development. It is our desire to continue to provide quality sessions at our workshops but to expand to nurture the diverse components that make our programs successful. The committee is open to new ideas and suggestions on areas, topics and workshops that are pertinent to the success of your Title III program. It is our objective to provide our members and staff at your institutions with a listing of training opportunities that are of interest and benefit to you. Your input is critical to helping us continue to offer the best and most powerful array of services and to assuring the continued success of our Association. We welcome and encourage your ideas and feedback.
I am looking forward to working with the very talented Executive Committee and serving the members of the National Association of HBCUT3, Inc. over these next two years. I am excited for renewed friendships and the expansion of our membership. I know that there are so many talented people in the Association and I hope to capture your knowledge, wisdom and talent as we prepare for both regional and national workshops.
I send my best wishes to each of you for a very productive and successful Title III year.
Sincerely,

Sylvia Thomas
President
