Mr. Perry Herrington, President

Perry Herrington was Born on March 26, 1951. Perry is a native of Waynesboro, Georgia and was raised in Augusta, Georgia. He is married to Sandra Cade-Herrington of Geneva, Alabama and he is the father of four daughters (ages: 5-35). He also has six grandchildren (ages: 5-13). Perry holds a B.S. Degree in Sociology from Coe College in Cedar Rapids, Iowa, with a teacher’s certification for grades K-14; a Masters Degree in Business Administration from Lindenwood University in St. Louis, Missouri; and a certification for Urban Studies from the University of Chicago.

Perry has been working with Government Relations for over thirty-three years. He became the Title III Coordinator for Voorhees College in 1976, where he moved the College into the "advanced developmental stage" as the A.I.D.P. /Federal Relations Director. Based out of St. Louis, Missouri, he worked ten years in various locations across the country in Labor and Union Relations for the American Can Company from 1978 to 1987. Perry worked with the U.S. Dept. of Commerce for seven years as Director of the Minority Business Development Center under the U.S. Minority Business Development Agency in Augusta, GA.

He returned to Voorhees College in 2000 as Special Assistant to the President for Contracts and Grants, Director of Sponsored Programs and was promoted to Acting Vice President for Institutional Advancement during his stay there. He also served as the Director of Sponsored Programs and Title III at Mississippi Valley State University, and is most recently the Executive Director for Title III Programs at Florida A & M University (FAMU) in Tallahassee, Florida.

Perry has served on a number of National and State Boards, Committees and Commissions; and has received several national, state and local awards through-out his tenure with government agencies, but his motivation has been “helping people to help themselves”. He has worked hand-in-hand with many of the nation’s top personalities in bringing about fair and equitable opportunities for African-Americans, other ethnic groups and small businesses.

Perry played football in college, and still enjoys playing basketball, tennis and other sports. He plays several instruments, but is currently learning the bass guitar. He enjoys reading books on African American history, music, painting and a good game of spades.

Marcus V. Bell
   Marcus V. Bell
Marcus V. Bell is a management consultant and facilitator/trainer specializing in grantsmanship, proposal writing, program evaluation, and fund raising. His professional portfolio combines forty-one years of proposal development, government experience, education management, and program evaluation.

Mr. Bell currently serves as Interim Vice President for Institutional Advancement and Title III Director at Alabama State University in Montgomery, Alabama.

Mr. Bell management consulting and grantsmanship training practices includes both a hands-on approach and teamwork to proposal development and fundraising. His facilitative style of consulting, coaching, and training enables clients to anticipate funding opportunities, develop effective writing teams, and submit quality proposals that receive funding. Former clients include U.S. Department of Education, Department of Health and Human Services, and Corporation for National Service, Voorhees College, Morris Brown College, and Paul Quinn College.

Mr. Bell has experience in the federal sector as a program officer with the US Department of Education and Regional Director for ACTION. His education management includes experience at the secondary, postsecondary, and governance levels. He also served for nine years as an elected member of the Fulton County Board of Education in Atlanta, Georgia.

A graduate of the College of St. Thomas in Minnesota, he received a Masters degree from Atlanta University in Educational Administration and Policy Studies. Mr. Bell has received specialized training in grantsmanship, proposal development, program evaluation, and Total Quality Management (TQM). Mr. Bell’s professional affiliations include the Council for the Advancement and Support of Education (CASE), Southern Association of Institutional Research (SAIR), and the National Society of Fund Raising Executives.

Mr. Bell is the recipient of numerous leadership awards. The South Fulton Neighbor newspaper selected him as one of the Ten Outstanding Leaders in South Fulton County.
Alabama State University 

Samuel T. Rhoades, JD
Samuel T. Rhoades, III a native of Dunn, North Carolina was unanimously elected to a second term as President of the National Association of HBCU Title III Administrators, Inc. He currently serves as Special Assistant to the President/Title III Administrator at Virginia Union University. Dr. Rhoades has over thirty-five years of experience in higher education in Administration, Cooperative Education and Placement, Sponsored Programs and Research, and Title III Programs.
Dr. Rhoades is a 1967 alumnus of North Carolina College at Durham for Negroes, now North Carolina Central University and received his Juris
Doctorate from North Carolina Central University in 1973. Also, he is an
Honorably Discharge Military Veteran and holds Life Memberships in The North Carolina Central University Alumni Association, The National Association for the Advancement of Colored People, and The Omega Psi Phi Fraternity, Inc.

Ms. Phyllis Kennedy, Member-at-Large
Phyllis M. Kennedy, Ph.D. candidate (2006), Business Administration, Kennedy Western University, Thousand Oaks, CA; MPA (1979), Public Affairs, KY State University, Frankfort, KY; BA (1974), Business Education, University of KY, Lexington, KY.

She has Over 30 years administrative experience with the Title III Grant programs. Currently employed as Assistant Director of the Title III Grant project at the Morehouse School of Medicine in Atlanta, GA (1983 – present). Worked with the Title III Grant Program at KY State University, Frankfort, KY and served as Assistant to the President providing staff
support for the Council of 1890 College Presidents and the Board of Trustees (1976 – 1983). Worked as Nursing Education Specialist for the KY Council on Higher Education in Frankfort, KY (1979-80) and served a graduate internship at the Franklin County Public Health Department, Frankfort, KY (1978-79). Also have over ten years experience as an entrepreneur. Currently serve as President/founder of PMKennedy and Associates, LLC, a results-oriented management consulting firm. Active in professional, community, religious, and social organizations. Divorced with two daughters: Veronica and Angela. Born: February 19th in Harlan, Harlan County, Kentucky.

Ms. Sylvia Thomas, Secretary
Sylvia Thomas, a native of Atlanta, Georgia, is currently the Title III Director at Southwestern Christian College of Terrell, Texas. During her seven years in this position, she has brought the college’s Title III program to a higher level in grant management. Prior to assuming the duties of Title III Director, Sylvia served as secretary to the Vice President and assistant to the Title III Director. She has also served as Head Track Coach for both the men and women teams. During her 5-year tenure as head track coach, Mrs. Thomas led the SWCC Rams team to two first place NJCAA victories in the men’s 400m hurdles and second place in the men’s 4x100m and 4x400m relays.
Her track accomplishments produced over 67 All-American athletes, 36 of whom are Academic All-Americans. Three of her former athletes represented their native country, Jamaica, in the 2004 Olympic games.

She has been employed at Southwestern Christian College for over 25 years. She received her A.S. degree from Southwestern Christian College and her Bachelors of Business Management from LeTourneau University of Longview, Texas.

Sylvia is a member of the executive board of the Kaufman County area American Cancer Society where she serves as secretary and also holds the position of Advocacy Chairperson. She has received several commendations for her work with ACS. She has also received Staff Member of the Year recognition at SwCC and commendations for her work as Head Track Coach.

Sylvia currently serves as secretary of the NAHBCUT3A under the presidency of Dr. Samuel Rhoades.

Mr. Ronald Range,Treasurer
Ronald E. Range, a native of Tuscaloosa, Alabama, serves as the Campus Director of the C.A. Fredd Campus and Director of Title III. He, also, serves as the Treasurer of the National Association of HBCU Title III Administrators. In his role as Assistant Campus Director, he works in cooperation with the President, the Dean of Instruction, the Dean of Students, the Dean of Business Services, other associate deans, division chairpersons, and the faculty to provide leadership and supervision in the planning, development, implementation, and evaluation of the C.A. Fredd Campus’ instructional units both credit and non-credit. Within the academic division, Mr. Range is responsible for the
maintenance, improvement, quality, and transformation of instruction and instructional support services, for implementing the academic divisions’ instructional plan, and for advising on budget matters concerning the academic division. As Director of Title III, his duties include serving as the primary leader, planner, and administrator of the Title III Strengthening Historically Black Colleges and Universities (HBCU) Program. Also serves as a liaison among College divisions, the U. S. Department of Education, and other agencies as required for project implementation and administration.

He earned his bachelor’s degree in business administration from Stillman College and master’s degree in public administration from the University of Alabama at Birmingham. He has over twenty years experience in governmental and higher education administration

Mr. Range serves on a various boards of directors and is a member of Kappa Alpha Psi Fraternity, of which he serves as the Southern Province Polemarch.

Ms. Brenda H. Friend, Parliamentarian
Brenda Hughes-Friend is a native of Jackson County, Alabama; however, she now resides in Huntsville, Alabama. Ms. Friend was elected to serve as the first secretary and served two terms under the outstanding leadership of Mr. Samuel T. Rhoades, President to the National Association of HBCU Title III Administrators. Currently, she serves as a member-at-large and as the past and current Conference Coordinator for 2006 for the Technical Assistance Workshops.

Ms. Friend received her Bachelor of Science in Office Systems Management and Masters of Business in Administration degrees from Alabama A&M University of Normal, Alabama.
She has over 25 years administrative experience with the Title III Grant Programs. Currently, she serves as the Director of Title III Federal and State Relations (2001-2006) at J. F. Drake State Technical College in Huntsville, Alabama. Her responsibilities include the administration and management of the college’s Title III Federal and Carl Perkins’ State grant funds. Prior to accepting the position at Drake State Ms. Friend served in several other positions at Alabama A&M University including Assistant Director of Title III Grants Program. During her 5 year tenure at Drake State as director she has nearly tripled the college’s Title III grant program funding by developing a tracking system to track our graduates.

Ms. Friend is actively involved in her community, church and the Huntsville Alumnae Chapter of Delta Sigma Theta Sorority, Inc. She is mother to one son, Jason Lamar Friend who produced his first CD in 2004 entitled: “TAJICON.”

Angela Curry , Esq. Legal Advisor
Angela Curry, Esq. A native of Lexington, Kentucky currently serves as General Counsel and Title III Program Administrator at Kentucky State University in Frankford, Kentucky.  Prior to accepting the position at KSU, Mrs. Curry served as General Counsel and Secretary to the Board at Fisk University in Nashville, Tennessee.  Mrs. Curry's higher education experience also includes previous work as Program Officer and Director of Sponsored Research.

Mrs. Curry is an honors graduate of Spelman College in Atlanta, Georgia where she received a B.A in Political Science with an emphasis in Economics.  Mrs. Curry received her Juris Doctor from Boston University School of Law in Boston, Massachusetts.

Lora L. Williams, Member-at-Large

Lora L. Williams has over 25 years of experience in higher education at Prairie View A&M University. Prior to becoming the Title III Director in 2002, she served as Assistant Title III Director for 12 years. Her higher education experience also includes previous employment as an instructor in the College of Education.

She received her bachelor’s degree in psychology from Fisk University and a master’s degree in special education from George Peabody College.
